Why Emergency Response Plans Are Vital for Rural Water Systems

Public water systems are the foundation of community health, providing safe, and reliable drinking water to millions of people across the United States. Water and wastewater operators play a critical role in ensuring the quality of drinking water and wastewater treatment, earning them the designation of public health professionals. However, no system is immune from emergencies or disasters that can compromise the safety and quality of a public water supply. This underscores the importance of having a comprehensive emergency response plan (ERP) in place.
An ERP is a written document that outlines the procedures and protocols a public water system must follow in the event of an emergency or disaster. The plan includes detailed steps for addressing various types of emergencies, such as natural disasters, system failures, and contamination events. The COVID-19 pandemic highlighted the urgency of reviewing and updating these plans to ensure systems are prepared for unexpected crises.
While developing and implementing an ERP requires time and effort, the benefits are substantial. A robust plan enables system personnel to respond quickly and effectively during emergencies, minimizing their impact on the community. Proactive planning reduces the risk of emergencies and mitigates the consequences of sudden events. Moreover, having an ERP in place enhances a water system’s credibility and competitiveness when applying for grant funding. Many grant programs require an ERP as a condition of eligibility, as it demonstrates a commitment to preparedness and community safety. This can significantly improve a system’s chances of securing financial support for critical projects.
Recently, Communities Unlimited (CU) had the opportunity to assist Adair County Rural Water District #4, in northeastern Oklahoma, with the development of their ERP. Despite not being strangers to emergencies such as floods, ice storms, and tornadoes, the district did not have an ERP on file. Recognizing the importance of preparedness, Board Chairman Kris Prochaska was proactive in addressing this gap, particularly given the district’s high turnover in personnel and her uncertainty about how long she would remain on the board.
Over three months, CU worked closely with Chairman Prochaska to develop the ERP. The collaboration was thorough, ensuring the plan addressed the district’s unique challenges and needs. In October 2024, the ERP was approved and signed during the district’s board meeting. The board committed to reviewing the plan annually and updating it as necessary to maintain its relevance and effectiveness.
In addition to the ERP, CU assisted Adair Rural Water District (RWD) #4 with other projects. During a site visit, CU worked with Chairman Prochaska to complete a Rural Infrastructure Grant (RIG) application through the Oklahoma Rural Water Association (ORWA). CU collaborated with RIG Grant Administrator Kelly Brown and Chairman Prochaska to successfully finalize it. On Nov. 19, 2024, the grant was officially approved, securing $49,637.57 to fund the installation of valves and meters for Adair RWD #4’s distribution system. These components are essential for isolating areas of the district and addressing the system’s significant monthly water loss. Once installed, the valves and meters will provide critical data and control to help the district manage its water supply more effectively.
Public water systems should prioritize the development and implementation of ERPs to safeguard water quality and secure grant funding opportunities. An ERP not only ensures community safety during emergencies but also strengthens a system’s position when pursuing financial support for infrastructure improvements.
