Administrative Professionals

Water and wastewater utilities are essential to delivering clean, safe water to every American. Behind every successful utility are administrative professionals who support compliance, financial stability, and daily operations – especially in small, rural and Tribal communities. Yet these professionals are often overlooked and under-trained, despite holding some of the most critical responsibilities within utilities. In small utilities, a single administrative professional may manage all the day-to-day financial and managerial functions of the entire system while still performing other duties.

A Training and Certificate Program

This training highlights an innovative leadership and management training and certificate program led by Rural Communities Assistance Partnership Incorporated (RCAP) in partnership with Water Finance Assistance and other national partners. The program is designed specifically for water and wastewater utility administrative professionals and clerks. This program is funded by the Environmental Protection Agency at no cost to the participant.

This certificate program equips participants with skills to make informed decisions, manage utility resources effectively, strengthen compliance and financial sustainability, and benefit their utility and community by providing participants with the expertise to better perform their jobs.

RCAP believes that one of the most effective ways to enhance utility capacity development is to invest in leadership and management training for drinking water and wastewater administrative professionals/clerks. This innovative 24-hour program, held over eight weeks, places virtual learning alongside asynchronous and self-paced learning to foster deeper skill development, practical application, and lasting professional confidence. Once training is completed, the participant will sit for the certificate exam.

Training Details

Must attend all sessions/dates

Cohort One will take place on:

September 24

October 1, 8, 15, 22, 29

November 5, 9

Testing will occur between November 16 – 20th.

There will be 16 hours of live, virtual learning and at least eight hours of asynchronous learning.

Five additional training cohorts will begin February 2027.
