Rural Community Assistance Partnership Congratulates Glen Smith on Senate Confirmation as USDA Under Secretary for Rural Development

WASHINGTON, D.C. (August 10, 2026) — The Rural Community Assistance Partnership Incorporated (RCAP) today congratulated Glen Smith on his confirmation by the U.S. Senate as Under Secretary for Rural Development at the United States Department of Agriculture (USDA). His rural roots and financial leadership experience will be a tremendous asset as he takes the helm of USDA’s Rural Development mission area. He will lead the USDA mission area responsible for rural water infrastructure, broadband deployment, single-family housing loans, business development grants and community facilities programs that reach millions of Americans in small towns and rural communities.

RCAP is a national nonprofit network that provides technical assistance, training and resources to small, rural and Tribal communities in all fifty states and U.S. territories, helping them access safe drinking water, sanitary wastewater disposal and economic opportunity. RCAP and its regional partners work closely with USDA Rural Development on a range of federal programs that fund and support this work. The nonprofit has additionally testified before Congress on the importance of sustained investment in rural water infrastructure and technical assistance capacity.
