Formulate Great Rates The Guide to Conducting a Rate Study for a Small System

Formulate Great Rates is RCAP’s guidebook to conducting a rate study for a small water or wastewater system. The purpose of this guide is to help utilities analyze the sufficiency of their current rates and to adjust those rates where needed. The goal is to help utilities find the most appropriate rate for their community. The guide is intended for water and wastewater systems that have the authority to set their own rates, subject to board approval.

The spreadsheet tool is a companion to the guidebook and can be used to calculate the utility’s financial target, measure the sufficiency of current rates, and develop pricing alternatives.
