The Rural Community Assistance Partnership Incorporated (RCAP) is a national network of nonprofit partners dedicated to ensuring rural and Tribal communities have access to safe drinking water, wastewater treatment, solid waste disposal, and economic opportunity. RCAP supports the smallest, often under-resourced communities in the U.S. through technical assistance, training, financial guidance, and advocacy. Each year, RCAP serves approximately 2,000 rural and Tribal communities with an average population of less than 1,600 residents.

Position Summary
Under general supervision of the Manager of Training & Technical Services, the Training Specialist plays a central role in developing and delivering high-quality training programs across the RCAP network. This position focuses on designing curriculum, developing new training programs, and delivering engaging learning experiences for internal staff, regional partners, and external audiences. Training may be delivered in person, virtually, or through self-paced eLearning.
The Specialist collaborates with subject matter experts across the RCAP network to translate technical content into practical, accessible training. The role also ensures that new training materials are organized, published, and maintained within RCAP’s Learning Management System (LMS). The Specialist may also contribute technical perspective related to drinking water, wastewater, or rural utility management, though deep subject-matter specialization is not required.
Travel of approximately 15–25% is expected for training delivery, conferences, and network events.
Key Responsibilities
Curriculum Development and Program Design
- Design and develop training curricula, instructional materials, and learning resources for both in-person and online delivery.
- Create engaging, interactive learning experiences, including eLearning modules, videos, and instructor-led training.
- Collaborate with subject matter experts across the RCAP network to translate technical expertise into effective training content.
- Identify emerging training needs within the RCAP network and help develop new national training programs and courses.
- Apply instructional design best practices to ensure training is practical, accessible, and relevant to adult learners.
Training Delivery
- Deliver training for internal staff, regional partners, and external audiences through workshops, webinars, and online courses.
- Facilitate synchronous and asynchronous learning experiences.
- Support national and regional partners in adapting training materials for local delivery.
Learning Management System (LMS) Administration
- Maintain and organize training content within RCAP’s Learning Management System (LMS).
- Upload and manage course materials, videos, and resources to ensure content remains current and accessible.
- Track course participation, completion, and learning outcomes.
Training Evaluation and Continuous Improvement
- Collect learner feedback and evaluate training effectiveness.
- Analyze participation data and course outcomes to identify opportunities for improvement.
- Revise and update training materials to maintain relevance, quality, and accessibility.
Network Engagement and Industry Collaboration
- Support planning and execution of internal capacity-building activities.
- Submit abstracts and deliver presentations at national and regional conferences.
- Maintain collaborative relationships with organizations working in water, wastewater, and rural community development.
Qualifications
Required:
- Bachelor’s degree (preferred), or equivalent combination of education and experience.
- 3-5 years of experience in training, instructional design, curriculum development, or adult education.
- Demonstrated experience developing interactive adult learning experiences for both in-person and online environments.
- Experience delivering training to a variety of audiences.
- Strong written and verbal communication skills.
- Familiarity with standard office and presentation/training software & tools.
- Experienced using training/learning technologies & tools such as:
- Learning Management Systems (e.g., TalentLMS or similar)
- Webinar and online training platforms (Zoom, Teams, GoToTraining, etc.)
- eLearning development tools (e.g., Articulate, Captivate)
- Instructional design frameworks (ADDIE, backward design, etc.)
Preferred:
- Water, Wastewater, and Rural Infrastructure
- Drinking water or wastewater utility operations
- Rural community development or technical assistance
- Utility management, asset management, or municipal finance
- Experience working directly with small or rural communities
- Additional Valuable Experience
- Training water or wastewater operators, boards, or local officials
- Project management
- Facilitation of train-the-trainer programs
- Water or wastewater operator certification
- Civil or environmental engineering exposure
- Graphic design or visual communication skills
- Video or multimedia production
