Organization Description: The Rural Community Assistance Partnership Incorporated (RCAP) is a national network of nonprofit partners that works to ensure that rural and Tribal communities across the US have access to safe drinking water, wastewater treatment, solid waste disposal, and economic prosperity through technical assistance, training, and financial assistance in the smallest communities across the country, many of which are low income. RCAP builds capacity at the local level, while raising the voice of rural and Tribal communities through advocacy, storytelling, research, and strategic partnerships. Annually, RCAP serves approximately 2,000 rural and Tribal communities with an average size of less than 1,600.

Position Summary

Under the general supervision of the Community Programs Director, this position manages various grant funded water and wastewater programs with an emphasis on establishing and overseeing the Agua4All Program.   The A4A program increases access to safe drinking water by partnering with communities to install water bottle filling stations in high-need areas and addresses rural water quality and access issues.

The Senior Program Specialist provides guidance to regional partners and technical support for field staff and community members, including school and childcare personnel. They may also liaise with professional and nonprofit organizations and participate in topic-specific working groups.

Agua4All provides the following types of support:

  • Fund water bottle filling stations in schools and key community sites to help access and deliver safe, appealing, and affordable drinking water through a fountain spout and/or by filling up reusable water bottles. In areas where safe water is not accessible, certified water treatment, like a Point-of-Use filter, can be installed to treat drinking water on-site.
  • Fund reusable bottles for students and staff to further encourage increased water consumption.
  • Reduce disposable plastic bottle waste by encouraging tap water consumption and reusable water bottle use. Filling stations can include counters that measure impact showing reduced use of disposable plastic water bottles.
  • Provide student and community education on local water quality issues and promote healthy beverage choices.
  • Provide capacity building via training and technical assistance to school and community sites to ensure ongoing safe water access and the long-term operations and maintenance of newly added filling station and/or filter infrastructure.
  • Ensure students stay hydrated, which has been linked to higher academic performance.
  • Establish models and success stories for other schools, communities, funders and policy makers on how to access and promote safe water.

 

Work Location: While this is a remote employment position, there is a strong preference for candidates willing to work 9:00 AM to 5:00 PM central time. This position requires occasional travel approximately 4-6 times per year (estimated).

 

Role/Responsibilities:

  • Manage/co-manage federal and philanthropic grant-funded programs including the development and submittal of required funder reports, the development of subagreements, and regional and external partner oversight including deliverables and spending tracking. This may include the procurement and management of contractors.
  • Maintain communication with all Agua4All partners on project-related activities.
  • Support and lead RCAP’s WIIN Lead in Schools Working Group.
  • Assist with development of program deliverables and/or drive their completion.
  • Travel to Agua4All related events and to participate in workshops and programmatic events, RCAP program management meetings and other activities representing small, rural and Tribal communities.
  • Maintain and further develop collaborative relationships with funders, external water industry groups, and other entities that complement the work of RCAP
  • Generate or contribute to funding proposals
  • Serve as a reliable point of contact for regional staff and external partners on Agua4All matters
  • Participate in meetings/calls with RCAP network staff to advise on contract & compliance functions
  • Assist in designing and conducting training for RCAP network staff on relevant topics
  • Intersect with other internal groups, including communications, finance and research departments

Required Qualifications:

  • Demonstrated experience managing programs with multiple deliverables and coordinating diverse partner organizations. Federal grant management experience preferred, including oversight of funder relationships, reporting, budgeting, and sub-agreement processes.
  • Excellent written and verbal communication skills, with demonstrated project management abilities, including preparation of funder reports and delivery of public presentations.
  • Ability to work effectively both independently and collaboratively within a remote team environment.
  • Strong relationship-building and trust-building capabilities, with proven skills in prioritization, negotiation, and partnership with various internal and external stakeholders.
  • Familiarity with the MS Office Suite, including Outlook, Teams, and SharePoint, is preferred.
  • Minimum of seven years’ relevant professional experience required
  • Bachelor’s degree preferred but may be substituted with additional experience.

Preferred Qualifications:

  • Knowledge of and experience with Environmental Protection Agency (EPA) drinking water regulations
  • Drinking water technical assistance and/or training experience
  • Experience working with and a passion for assisting rural, Tribal and underserved communities, especially schools and/or childcare facilities
