The online RCAP Resources Library has a variety of resources that are useful to small, rural drinking water and wastewater systems.

Understanding and Improving your Water System’s Bill Collection Rate

Your drinking water rates should cover all of your costs of providing water service today and should also allow you to prepare and plan for providing that service for many years to come.  But those rates are only effective if your customers pay their bills on time and in full.  This webinar will explore the bill collection rate.  How can you measure the collection rate, and what is a “good” rate?  How is the collection rate tied to your rates analysis process?  What steps can you take to improve your collection rate?   The webinar will also discuss the challenges that small systems are facing with collections due to the ongoing COVID-19 pandemic.

The material in this webinar is best suited for individuals who are involved in the rate setting and financial management of water systems.

The webinar is funded under a cooperative agreement with the U.S. Environmental Protection Agency and was conducted on October 20, 2020. You can find the slide deck here: Understanding and Improving your Water System's Bill Collection Rate
