Very small CWSs may have some difficulty in completing some of the worksheets included in this booklet, while medium CWSs may find the worksheets too simple for their needs. Due to each system’s particular circumstances, the time and effort needed to develop the plan will vary. Building a team, made up of your operator, board members, owners, assistance providers, and state drinking water staff, will help you develop an effective and complete plan.
