Glenn Barnes joined RCAP part-time in 2020 and serves as the organization’s subject matter expert on drinking water and wastewater finance and management. For the past 15 years, Glenn has led workshops and webinars and worked directly with drinking water systems on a range of topics including rate setting, financial health, data driven decision making, long-term planning, workforce issues, and effective customer communication. Glenn has also provided subject matter expertise to several leading drinking water organizations. In addition to his role at RCAP, Glenn serves as director of Water Finance Assistance.
Glenn’s work has focused on the financial and managerial needs of small town and tribal water systems as well as the needs of non-community water systems across the country. Glenn has worked with water systems in all 50 states and all US territories. He is a regular presenter at major drinking water conferences, has authored dozens of blog posts and articles on drinking water finance, and has developed spreadsheet and benchmarking tools to help water systems make sound financial policy decisions. Glenn holds a BA with honors in English Literature and a Master of Public Administration degree.
