Policy Director/Grant Manager

Organization Description: RCAP is a federally-funded nonprofit nationwide network comprised of a national office and six regional partners that provide direct technical assistance, training, and financial assistance to water and wastewater systems in small rural communities, many of which are economically disadvantaged. Through its work, RCAP strives to improve environmental and community health; help rural communities comply with federal and state regulations and operate their infrastructure in a sustainable manner; and increase the capability of rural people to undertake other community development activities. 

Supervised By: Executive Director   Classification: Exempt   Salary Range: $65,000 – $75,000   Position Description: Coordinate policy efforts and manage federal grant(s)   Specific Duties/Responsibilities:  
Policy and Outreach
  • Represent RCAP in meetings with congressional and agency staff and officials
  • Represent RCAP at public events, meetings, and conferences, and on committees and work groups regarding policy and regulatory development, community development, and environmental issues
  • Promote RCAP programs and initiatives
  • Make presentations about RCAP activities and initiatives
  • Make recommendations regarding policy positions
  • Coordinate legislative advocacy events
  • Prepare and/or edit policy papers and advocacy materials for distribution
Grant Management
  • Maintain positive relations with federal funders
  • Prepare grant applications, budgets and staffing plans
  • Oversee grant implementation – programmatic and fiscal – through meetings, site visits, calls, and reports
  • Ensure compliance with funder requirements, policies and procedures
  • Monitor and use RCAP database for grant reporting
  • Prepare grant program and fiscal reports for Executive Director review and approval 
Administration/Development
  • Coordinate assigned RCAP committees, task forces, and work groups
  • Coordinate activities and efforts among six regional partners
  • Propose enhancements to existing programs
  • Participate in program development
  • Perform other duties as assigned by the Executive Director
Requirements: Master’s degree in an environmental, community development, policy, or public administration field preferred. Bachelor’s degree with qualifying experience may be substituted for education on a year-for-year basis. Field-level experience in rural community development; drinking water, wastewater or solid waste issues; and/or federal grant management is desirable. Strong written and verbal communication skills are essential.  Some travel is required.   Other: Fringe benefits include paid health, dental, vision, term life, and disability insurance, plus sick and annual leave, federally-recognized holidays, and a 403(b) tax-sheltered annuity plan. Career development is encouraged. Travel and per diem are reimbursed at federal government rates.   Application: E-mail résumé and letter of interest to rstewart@rcap.orgNo phone calls, please.  For additional information about RCAP, see other sections of this website. Position opening will be posted here until the position is filled.
