Organization Description: The Rural Community Assistance Partnership (RCAP) is a national network of nonprofit partners that works to ensure that rural and tribal communities across the United States have access to safe drinking water, wastewater treatment, and solid waste disposal, and economic prosperity through direct technical assistance, training, and financial assistance in the smallest communities across the country, many of which are low income. RCAP builds capacity at the local level, while raising the voice of rural and tribal communities through advocacy, storytelling, research and strategic partnerships. Last year, RCAP served more than 4.3 million rural and tribal residents, with a median household income of just over $39,000, approximately half of the national average.

Position Description: The Senior Manager of Finance collaborates closely with the Chief Executive Officer and Leadership Team, works with the RCAP Board of Directors, and participates as an integral member of the administrative team. They are responsible for all financial and fiscal management aspects of RCAP operations to ensure growth, stability and sustainability of the organization. They also supervise and work as a team with a full-time Accounting Associate. The Senior Manager of Finance must understand federal and state special regulatory guidelines as they relate to compliance of financial planning and reporting, and understand non-profit auditing requirements. They manage the financial administration, cash management, budgeting, benefits administration, and analytics work of the organization. They monitor short and long-range strategic financial planning and provide critical financial insight and strategic support to the CEO, Board of Directors, Leadership Team, and Board Audit and Finance Committees.

Specific Duties/Responsibilities:

  • Develop and prepare annual operating budget for CEO and Board approval
  • Manage and coordinate 990 tax return preparation and filing
  • Work with the external CPA firm on an annual basis to ensure the timely completion of the audit report for the Annual Financial/Single Audit including receiving a “clean opinion”
  • Enhance, develop, communicate, implement, and enforce finance department policies, procedures and practices
  • Ensure legal and regulatory compliance with appropriate internal controls and financial procedures, and that record systems are maintained in accordance with GAAP
  • Complete all month-end closing activities, including general ledger maintenance and balance sheet accounts reconciliation
  • Work with the various managers and the Leadership Team in the planning and implementation of new funding, with a specific focus on budgeting and proper fiscal management
  • Reconcile income from all sources monthly
  • Serves as the point of contact for RCAP’s HR services firm, and administers all benefits programs, including enrollments, health insurance, retirement savings plans, 5500 filing for the retirement plan, yearly open enrollment and initiation of benefit programs
  • Complete and file quarterly & annual financial reports with all funders, and work with sub grantees on fund use status reports and compliance
  • Analyze and interpret financial data and prepare reporting materials for the Leadership team and Board
  • Work in conjunction with the board audit committee on auditor selection and engagement services
  • Oversee cash flow planning and ensure availability of funds as needed
  • Provide strategic recommendations to the Leadership Team based on financial analysis and projections, cost identification and allocation, and revenue/expense analysis.
  • Complete and negotiate indirect rate annually
  • Reconcile semimonthly payroll and related tax filings
  • Preparing YTD analysis of all grants including all sub grantee funds/spend downs on a monthly basis
  • Running and allocating weekly payables
  • Managing accounts receivable and provide collection activity support
  • Completing proper accounting of benefits and staff allocations semi-monthly
  • Completing and submitting collaborative drawdown invoices for reimbursable grants monthly
  • Collecting all sub grantee invoices and quarterly grant financial reports
  • File retirement benefit related returns

Required Qualifications:

  • Bachelor’s degree in accounting: CPA Desired
  • A minimum of seven years of related experience ideally gained through increasingly responsible management positions within the non-profit industry; ideally six-plus years of federal grant management
  • Experience supervising others
  • Experience with sub grants management
  • Experience in multi-state payroll
  • The ideal candidate has experience of final responsibility for the quality and content of all financial data, reporting and audit coordination
  • A multi-tasker with the ability to wear many hats in a fast-paced environment

Desired Qualifications:

  • Experience with benefits administration and compliance issues in nonprofits with more than 20 employees
  • A successful track record in setting priorities; keen analytic, organization and problem-solving skills which support and enable sound decision making
  • A successful track record of achieving clean financial audits and grant reporting
  • Excellent communication and relationship-building skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders
