Organization Description: The Rural Community Assistance Partnership Incorporated (RCAP) is a national network of nonprofit partners that works to ensure that rural and Tribal communities across the US have access to safe drinking water, wastewater treatment, solid waste disposal, and economic prosperity through technical assistance, training, and financial assistance in the smallest communities across the country, many of which are low income. RCAP builds capacity at the local level, while raising the voice of rural and Tribal communities through advocacy, storytelling, research, and strategic partnerships. Annually, RCAP serves approximately 2,000 rural and Tribal communities with an average size of less than 1,600.

Position Summary
Under the general supervision of the Director of Capacity Development and Outreach, this position provides overall leadership, guidance, and support in the creation and delivery of high impact curriculum and communication materials. This position will coordinate closely with the Training, Communications, Fund Development, and Events teams to support educational outcomes and engagement. This role combines expertise in adult education specifically for skill capacity development, organization communications, and stakeholder engagement, and leads or assists in the design and delivery of high-impact learning experiences, content strategies, and collaborative initiatives that strengthen internal team capacity and expand the reach of RCAP’s services and programs.
Key Responsibilities
Capacity Development & Content Strategy
- Design and implement adult learning strategies, training modules, and resource guides for staff, technical assistance providers, and external partners.
- Design and develop curricula, lesson plans, training modules, and supporting materials for in-person, virtual, and hybrid delivery.
- Ensure all educational content aligns with learning objectives, organizational goals, and the RCAP strategic plan.
- Support continuous improvement through evaluation, reflection, and adaptation of learning resources and delivery methods.
- Collaborate with program managers, training team, and regional partners to build network-wide capacity.
- Facilitate workshops, meetings, peer learning sessions, and public events to strengthen engagement.
- Adapt facilitation strategies to meet diverse learning styles and experience levels.
- Foster inclusive and participatory learning environments.
- Provide coaching, technical assistance, or follow-up support to participants as needed.
Program Coordination
- Align capacity-building efforts with organizational and programmatic strategy.
- Identify and pursue new initiatives that advance the strategic plan and strengthen services and network capacity.
- Support planning and execution of cross-functional projects, events, and campaigns.
- Contribute to grant proposals, reporting, and funder communications related to capacity development and outreach.
- Ensure deliverables are met on time and with high quality.
Qualifications
Required:
- Bachelor’s degree in a related field.
- 5-7+ years of experience in nonprofit, adult education, community development, curriculum design or technical assistance settings.
- Proven ability to design, deliver, and evaluate adult education materials and learning experiences.
- Strong understanding of instructional design methodologies and communication best practices.
- Proven experience in community facilitation.
- Exceptional writing, editing, and facilitation skills.
- Ability to manage multiple projects, prioritize tasks, and meet deadlines under pressure.
- Proficient in virtual collaboration tools and Microsoft Office Suite.
- Valid driver’s license and proof of insurance.
Preferred:
- Background in organizational development, leadership training and/or regionalization.
- Experience collaborating with federal agencies, funders, and community-based organizations.
- Familiarity with grant compliance and procurement processes.
Salary Range: $87,192 – $102,966 starting salary per year depending on experience and qualifications
