RCAP invites qualified vendors, contractors, or service providers to submit sealed bids for the development of a certification exam. The purpose of this RFB is to obtain competitive bids for methodology, psychometric and program development activities and costs to develop a certificate exam for administrative professionals based on existing job analysis and curriculum developed by RCAP.

Scope of Work: Provide a detailed description of the work to be performed, including:
- Methodology – create a question item bank for the purpose of developing a certificate exam. To include uploading test specification and creating a repository for exam questions
- Conduct item writing, item review and exam form development (in-person) workshop – Provide a psychometrician to lead a 3-day meeting to conduct item writing and item review.
- Psychometrician will guide the item-writing workshop to create a draft of items to be reviewed for the that will serve as a question bank to create an examination form.
- Facilitate the development of a draft examination form. Ensuring no items cue each other and final technical and grammar check and revision of items.
- Develop exam form with the assistance of RCAP staff
- Conduct Passing Score Study – Provide a psychometrician to facilitate the passing score meeting.
- Item transfer – RCAP will own the content of all examination products, including the exam questions. Bidding organization will maintain the item bank during development then will transfer to RCAP at no fee.
Specifications: Include detailed specifications for the project, such as:
- Must be willing to work with other partners to ensure a quality education certification curriculum is built.
- Proven expertise in psychometrics and test development
- Access to tools and technologies required for psychometric assessments
- Compliance with relevant ethical and legal standards
- This phase will occur from August 1, 2025 through July 30, 2026
Quote Single Price for Deliverables: Provide a single price for completing the deliverables that includes a breakout subtotal for any distinct deliverables.
Bid Submission Requirements
