ROBERT STEWART

Robert has served as RCAP Executive Director since January 2006. He has 25 years of experience in the rural utility field, including the provision of technical and training assistance to water and wastewater systems, water-quality management, regulatory compliance, financial and managerial capacity development, training for managers and boards of rural utilities, utility financing, contract management and consulting for local government entities. Formerly, Robert was the Executive Director for the Texas Water Utilities Association (TWUA), a 9,000-member professional association of water and wastewater operators. Prior to TWUA, he was employed at the Texas Rural Water Association (TRWA), where he served in several capacities, including State Contract Manager, Professional Development and Training Director, and Associate Executive Director. Prior to his employment with TRWA, Stewart served as Texas Director for Community Resource Group, the Southern RCAP, where he oversaw a statewide program that provided direct, onsite technical assistance and training for small, low-income rural communities in the areas of water and wastewater utilities and affordable housing. In addition, he has held positions with the Texas Public Utility Commission, the Texas Department of Agriculture and the University of Texas. Robert also served in the U.S. Navy for six years as a Surface Warfare Officer. He holds a B.A. and a Master of Public Affairs from The University of Texas at Austin. |

JOY BARRETT

Joy joined the RCAP national office in May 2003 and leads the RCAP network’s Training Work Group, which establishes national training priorities and programs and facilitates the exchange of materials and resources among the RCAP regions. She is the RCAP network’s lead on operator recruitment, retention, training and support. Joy has a doctorate in environmental engineering from the University of Colorado and 25 years of experience working with community development organizations providing water and wastewater technical assistance to small communities both in the United States and in developing countries. Joy is co-supervisor of a Water Fundamentals operator training course and is active with the Small Systems Division of the American Water Works Association. |

DAVID CLARK
Director of Environmental Programs

Dave came to work at RCAP’s national office in 2005 after serving as an RCAP Technical Assistance Provider in West Virginia for 11 years. He has worked in all of RCAP’s programs over the years, including drinking water, wastewater, and solid waste infrastructure-related work. He has also received grants extending the RCAP work in watershed, source water and telecommunications areas. Dave was very involved in The National Drinking Water Advisory Council’s Measures Testing Group, the RCAP Native American Task Force and is currently the RCAP database administrator. Dave is also part of the EPA’s Decentralized MOU and Water Security Division Partners groups. Previous to joining RCAP, Dave was a laboratory technician. Dave has a B.A. in biology from West Virginia University, specializing in environmental sciences (water) and recombinant DNA technology. |

ELEANOR LLOYD
Director of Finance

Eleanor began working for RCAP in August 2009. She has more than 35 years of experience in the bookkeeping and accounting field with a wide variety of clients, in particular many nonprofit organizations that receive federal government funding. She works for RCAP on a part-time basis and thus works with other clients. She has a wealth of experience with A-133 audits, Federal and District of Columbia grant applications and governmental reporting requirements. Eleanor returned to the Washington, D.C., area recently after three years in Florida as the Director of Finance for the Humane Society of Greater Miami. |

STEPHEN PADRE

Stephen came to RCAP in June 2009. He oversees the website, is the editor of Rural Matters, RCAP’s magazine, and facilitates communication and information sharing in the network. Before moving to Washington, D.C., Stephen worked for various faith-based humanitarian-aid organizations. He was the Information Officer at the headquarters of an international disaster-response organization in Geneva, Switzerland, followed by a short time as a freelance communicator based in Nairobi, Kenya. There he worked mostly with the Kenya and Sudan programs of an international development organization that manages large camps of refugees from Sudan and Somalia and assists refugees who have returned to Southern Sudan after the extended civil war. Prior to that he held several positions at the headquarters of a mainline Protestant denomination and was an editor for a national personal-finance magazine early in his career. Stephen holds a B.S. in journalism from Boston University. |

Stephen is a senior at The George Washington University and is concentrating in marketing. He is originally from the greater Philadelphia area. He studied abroad in Dublin, Ireland during the fall semester of his junior year and since then has gained experience interning for the International Economic Development Council and MilkPEP. Stephen started interning for RCAP in August 2010. |
