One of the Simple Tools for Effective Performance (STEP) Guide Series
Designed to help owners and operators of community water systems (CWSs) and non-transient non-community water systems (NTNCWSs) serving 3,300 people or fewer learn more about the strategic planning process and begin to develop a strategic plan. CWSs include all systems (both publicly and privately owned) with at least 25 year-round residential customers or 15 year-round service connections. NTNCWSs include all systems (both publicly and privately owned) that are not CWSs and that serve at least 25 of the same people for more than six months a year.
