Designed for owners and operators of small community water systems (CWSs). CWSs include all systems (both publicly and privately owned) with at least 25 year-round residential customers or 15 year-round service connections. Typical systems that may find this guide useful include:

- Rural water districts
Presents basic concepts of asset management and provides the tools to develop an asset-management plan. Very small CWSs may have some difficulty in completing some of the worksheets included in this booklet, while medium CWSs may find the worksheets too simple for their needs. Due to each system’s particular circumstances, the time and effort needed to develop the plan will vary. Building a team, made up of your operator, board members, owners, assistance providers, and state drinking water staff, will help you develop an effective and complete plan.
