Edmonson County Water District (ECWD) received American Recovery and Reinvestment Act of 2009 (ARRA) funding through USDA-Rural Development (RD). ECWD received a $700,000 loan from RD and a $295,000 grant from the ARRA stimulus package. This project offered first time service of an ample supply of quality drinking water to twenty-two households.
The project required the construction of approximately four-and-a-half miles of pipe and also tied together three roads in order to maintain better chlorine residual. This improved the water quality for 250 existing customers within the service area of the Edmonson Country utility.
Six of the most rural county roads within Edmonson County are also being served in response to constant demand for an ample supply of safe drinking water into previously un-served areas. This work should benefit about 250 customers and provide a noticeable improvement in water taste, color and odor.
RCAP prepared the environmental study of the project, assisted the District with meeting stringent U.S. Fish and Wildlife Service restrictions for protecting native bat habitat and prepared the required ARRA quarterly activity reports on behalf of ECWD. This task is a stipulation of receiving the funds and required tracking the number of work hours of the contractor, the engineer for construction management, and the resident inspector; and then performing jobs’ calculations.
