The final RTCR, which applies to all public water systems, offers an opportunity for greater public health protection against waterborne pathogens and reduces implementation burden for water systems. The final RTCR is based on EPAs consideration of public comments on the proposed rule and on recommendations from the Total Coliform Distribution System Advisory Committee, a federal advisory committee, which consisted of a broad range of stakeholder groups, including states, environmental groups, utilities, and public health and public interest groups. Under the RTCR, public water systems and the state and local agencies that oversee these systems must comply with the requirements of the RTCR beginning April 1, 2016. Until then, public water systems and primacy agencies must continue to comply with the 1989 version of the rule.
