The Indiana Rural Community Assistance Program (IN-RCAP) is seeking a highly-motivated, responsible professional to join our team as a full-time Rural Development Specialist.

Requirements: Desire to improve the environment and health of rural communities, reliable transportation, and four-year college degree or equivalent experience in a relevant field (see below).

Preferred Areas of Expertise: The successful candidate will have solid experience in any of the following areas: water and/or wastewater utilities/issues (financing, operations, and/or management), environmental management/policy, planning, civil or environmental engineering, environmental health, or federal/state infrastructure funding programs. Volunteer community work/organizing and teaching/public speaking experience a plus. Project management experience preferred.

Other: Position requires multi-tasking, strong leadership and communication skills, willingness to travel to evening meetings throughout the state, orientation to detail, public speaking, and the ability to collaborate with people from diverse socio-economic backgrounds. Must be capable of using common office computer/internet programs; working knowledge of financial, GIS, or publishing software beneficial. A high level of personal and professional integrity, and ability to work independently as well as part of a team, are required.

About IN-RCAP: IN-RCAP works with small, rural communities to assist them in:

• improving environmental and community health
• developing sustainable water and waste-disposal solutions
• increasing the capability of local leaders to address current and future needs
• being in compliance with federal and state regulations

RCAP is a service-delivery program that helps communities seeking to build, maintain or expand their water and wastewater systems. We provide:

• on-site technical assistance
• training in the financial, managerial and operational areas of water and wastewater systems
• educational resources
• financial resources

Because RCAP is funded by grants from USHHS, USEPA, and USDA, RCAP is able to provide its services at no cost to low-income, small communities. IN-RCAP has helped communities access over $50 million in grants and low-interest loans for infrastructure projects since 1997.

RCAP Rural Development Specialists (RDSs) work with residents and local leaders in each community to identify a scope of services that will meet the community's needs; thus, each project provides a unique opportunity to develop creative solutions. Overnight travel is rarely required for normal job duties; however, attendance of two annual out-of-state conferences is mandatory. Position is based out of our Indianapolis office.
